This fertilizer really can be used for any type of plant!
It's most well suited to veggies in which you intend to harvest the leaves, like kale, chard, bok choy, and herbs etc. It's also excellent for heavier feeders like broccoli, cabbages, and onions, etc.
It can be used early on in the development of fruiting/flowering plants to help them establish a robust canopy of leaves, but too much Nitrogen beyond the first several weeks of their life will favour foliar growth instead of the fruit or flowers that you're after.
5-3-2 is the N-P-K rating of the fertilizer. It refers to the Nitrogen - Phosphorous - Potassium content, measured by volume.
Very generally:
- N drives foliar/leafy growth
- Phosphorous drives root development and flower/fruit production
- Potassium promotes overall plant health
